Energy industry is vital to China’s economic development. In recent years, along with scanty petroleum resources and skyrocketing petroleum prices, the importance and irreplaceability of the coal industry are increasingly being highlighted. However, the situation of work safety in China’s coal industry is not optimistic and gas explosion accidents of coal mines are frequently reported in the newspaper. Of course, there are many factors leading to such accidents. Nevertheless, unimproved safety monitoring and laggard management methods of coal mine production enterprises are also one of major reasons for frequent occurrence of accidents.     
With increasing importance attached to production safety of coal mines by the government and the requirement for modern management of mining bureaus, high-gas mines or gas outburst mines in various large-, medium- and small-scale coal mines of China are being equipped with mine monitoring and controlling system successively. At present, wired LAN communications media and on-site monitoring mode are commonly adopted by a majority of coal mines for monitoring. Most systems haven’t realized all-around information communication and share, having merely solved the problem of in-house information transmission in a department. However, in dealing with hidden troubles of safety, safety supervisors and administrators of coal mine are still unable to enquiry about and record relevant information easily, and effectively prevent, rapidly respond to and make a scientific decision on emergencies  
System Construction Target
This system mainly serves work safety management of several coal mine enterprises within a mining group, and management of the safety supervision bureau and work safety management department of the group over ordinary office work and mobile work of mine coals based on such management. It can satisfy real-time running under General Packet Radio Service (GPRS) environment.
Each coal mine enterprise within a mining group has a set of independent monitoring system in use. This system makes full use of existing network systems in the group corporation combined with its own consideration about safety management so as to achieve overall, integrated, standardized and mobile management of coal mine work safety, reduce running costs, improve management efficiency and better supervise and keep watch on coal mine work safety management.      
Construction Plan

The Wireless Safety Surveillance Office System Solution serves to help administrators and safety production managers of coal mines and the safety supervisory department of a mining group gain a mastery over exact conditions of gas, ventilation and key equipment operations in coal mines, record and give opinions on dealing with hidden troubles, thereby achieving mobile interconnection of work safety information of coal mines among the group, coal mines and departments and personnel at different levels ( See the right diagram for the schematic diagram of the Wireless Safety Surveillance Office System).
 •Closely combines with the existing real-time safety monitoring system, production operation scheduling system and automated office system to reduce delay in data entry of front-line work safety management, and realize mobile and real-time management of overall supervision service of work safety;
 •Applies an intelligent wireless handheld device combined with GPRS network to realize mobile management over hidden safety troubles and wireless office work, improve working efficiency and management quality, and strengthen running management of coal mine work safety;   
 •Realizes wireless real-time monitoring of gas, ventilation and key equipment operations, diagrammatic analysis and real-time alarm;
 •Connects with the existing Intranet of a group by VPN, and realize management over multilevel system right and data access right of leaders and management personnel of the group corporation, and leaders and management personnel of coal mines; 
 •Builds a wireless data service center to provide easy-to-use integrated data inquiry service, file management and mobile office service for leaders and work safety management at different tiers of the group and its coal mines. 
 •Offers an access interface for other management systems (such as production scheduling, OA, material and finance, etc.)

System Composition
This system consists of handheld mobile client terminal, server terminal, GPRS network access and application software, with easy installation and operation. It requires extension of wireless VPN access based on the existing Intranet of a group, and installation of server terminal software of the wireless safety surveillance office system on the information center server of the group, hence realizing wireless safety surveillance of coal mines at any time and in any place, mobile office work and three-tier safety surveillance networking of the province, group and coal mines.
