Wireless Safety Surveillance System

Outline
The energy industry is vital to China’s economic development. In recent years, along with shortages in petroleum resources and skyrocketing prices, the importance and irreplaceability of the coal industry are increasingly being highlighted. However, the situation of work safety in China’s coal industry is not good and gas explosion accidents in coal mines are too frequent. There are many factors contributing to such accidents. Nevertheless, poor safety monitoring and backward management methods of coal production enterprises are major reasons for the frequent accidents.
     
Increasing importance is attached by the government to coal mine safety and modern management in mining bureaus. High-gas mines or gas outburst mines in China are being equipped with mine monitoring and controlling systems. At present, wired LAN communications media and on-site monitoring mode are commonly adopted by a majority of coal mines. Most systems haven’t utilized comprehensive information communication, having merely solved the problem of in-house information transmission. In dealing with undetected problems, safety supervisors and administrators of coal mines are still unable to enquire about and record relevant information easily, to effectively prevent or rapidly respond to emergencies.

System Construction Target
The Wireless Safety Surveillance System serves occupational safety management of several coal mine enterprises within a mining group, management of the safety supervision bureau, and work safety management of the group over ordinary office work and mobile work of mine coals based on such management. It can satisfy real-time running under a General Packet Radio Service (GPRS) environment.

Each coal mine within a group has a set of independent monitoring systems. Each system makes full use of the existing network systems in the group combined with individual consideration about safety management so as to achieve overall, integrated, standardized and mobile management of coal mine work safety. It reduces running costs, improves management efficiency, and supervises and monitors coal mine safety management.

The Wireless Safety Surveillance System serves to help administrators and safety production managers of coal mines and the safety supervision department of a mining group know exact conditions of gas, ventilation, and key equipment operations in coal mines. It records, analyses, and advises on hidden problems. Thus it achieves mobile interconnection of work safety information of coal mines, departments and personnel at different levels throughout the group. (See the diagram [right] for the schematic diagram of the Wireless Safety Surveillance System).

>Closely connects with the existing real-time safety monitoring system, production operation scheduling system and automated office system to reduce delay in data entry of front-line work safety management, and realize mobile and real-time management of overall supervision service of work safety; 

> Applies an intelligent wireless handheld device combined with GPRS network to realize mobile management over hidden safety problems and wireless office work, improve efficiency and management quality, and strengthen operational management of coal mine work safety;   

>Realizes wireless real-time monitoring of gas, ventilation and key equipment operations, diagrammatic analysis and real-time alarm;

>Connects with the existing Intranet of a group by VPN, and realize management over multilevel system right and data access right of leaders and management personnel of the group corporation, and leaders and management personnel of coal mines;  

>Builds a wireless data service center to provide easy-to-use integrated data inquiry service, file management and mobile office service for leaders and work safety management at different tiers of the group and its coal mines. 

>Offers an access interface for other management systems (such as production scheduling, OA, material and finance)

System Composition
This system consists of handheld mobile client terminal, server, GPRS network access and application software, with ease of installation and operation. It requires an extension of wireless VPN access based on the existing intranet of a group, and installation of server software of the system on the group server. Wireless safety surveillance of coal mines at any time and in any place, mobile office work and three-tier safety surveillance networking of the province, group and coal mines is then realized.

System Functions

>Right management: this system realizes right configuration, attribute and grouped control by multiple encryption of the server terminal certification system for safety (mobile phone number, machine code and password).

>Safety monitoring: mine gas monitoring, key gas monitoring, ventilation monitoring inquiry, group alarm monitoring and mine alarm inquiry.  

>Production scheduling, office information, documents, public information inquiry and management

>Real-time messages: quick, selective and continuous message sending functions. 

>Triple security protection: user, data and system server.
